Prepare the Chicken
In a bowl, marinate the chicken thighs in buttermilk for at least 2 hours or overnight in the refrigerator.

Fry the Chicken
In a shallow dish, mix flour, cornstarch, baking powder, salt, and pepper. Dredge marinated chicken in the flour mixture. Heat vegetable oil in a deep skillet over medium heat. Fry chicken until golden brown and cooked through, about 6-8 minutes per side. Drain on paper towels.

Make the Biscuits
Preheat the oven to 425°F (220°C). In a bowl, combine flour, baking powder, salt, and cold butter, mixing until crumbly. Add buttermilk gradually until dough forms. Roll out and cut into rounds. Bake for 12-15 minutes until golden.

Prepare the Sausage Gravy
In a skillet, cook ground sausage over medium heat until browned. Add flour and stir for 2 minutes. Gradually add milk, stirring until thickened. Season with salt and pepper to taste.

Assemble the Dish
On a biscuit, place a piece of fried chicken, top with shredded white cheddar, and drizzle with sausage gravy. Garnish with sliced scallions.
