Prepare Meatballs
In a large bowl, combine ground beef, breadcrumbs, grated Parmesan cheese, egg, minced garlic, chopped parsley, salt, and black pepper. Mix until well combined.

Shape Meatballs
Form the mixture into meatballs, about 1 inch in diameter. Set aside.

Add Tomatoes and Seasoning
Add canned crushed tomatoes, dried oregano, salt, and black pepper. Stir well and bring to a simmer.

Combine Ingredients
Return the browned sausage and beef rib to the pot. Add the meatballs gently into the sauce as well. Simmer on low heat for about 30 minutes to allow flavors to meld.

Finish with Fresh Basil
Stir in chopped basil just before serving.

Knead Dough
Knead the dough for about 8-10 minutes until smooth and elastic. Wrap in plastic wrap and let it rest for 30 minutes.

Roll and Cut Pasta
Roll out the dough to about 1/8 inch thick and cut into penne shapes. Allow to dry slightly.
Whipped Ricotta

Prepare Whipped Ricotta
In a mixing bowl, combine ricotta cheese, heavy cream, and salt. Using a hand mixer, whip until light and fluffy.
Final Assembly

Cook the Pasta
In a large pot of salted boiling water, cook the homemade penne until al dente, about 2-3 minutes. Drain and add to the sauce.

Toss the cooked penne in the sauce with the meatballs and sausage, then plate. Top each serving with a dollop of whipped ricotta.
