Prepare the Orange Streusel
In a bowl, mix the all-purpose flour, rolled oats, granulated sugar, brown sugar, ground cinnamon, and a pinch of salt. Cut in the butter until the mixture resembles coarse crumbs. Spread the streusel on a baking sheet and bake at 350°F (175°C) for 15-20 minutes until golden brown. Set aside.

Flambe the Bananas
Peel the lady finger bananas and slice them lengthwise. In a large skillet, melt 2 tablespoons of butter over medium heat. Place the bananas cut side down and cook until they turn golden brown. Carefully pour the dark rum over the bananas and ignite with a long lighter. Allow the flames to subside as the alcohol burns off.

Serve the Dish
Place a scoop of vanilla ice cream in each serving bowl. Top with the flambeed bananas and sprinkle the orange streusel over the top. Finish with a handful of plantain chips for added crunch.
