Stir in the chili powder, cumin, salt, and black pepper. Mix well and cook for an additional 2 minutes to allow the flavors to meld.

Melt Cream Cheese
In a medium saucepan over low heat, add the cream cheese. Stir frequently until melted and smooth.

Add Cheeses and Milk
Gradually add the sharp cheddar cheese and Monterey Jack cheese to the melted cream cheese, stirring until fully melted. Slowly pour in the milk to reach your desired consistency.

Incorporate Jalapeños and Salsa
Mix in the diced jalapeños and salsa into the cheese mixture. Stir until well combined and heated through.

Add the seasoned beef mixture to the queso and stir until fully combined. Heat through until everything is warm.

Transfer the queso to a serving dish, and garnish with chopped cilantro. Serve warm with tortilla chips.
