In a large pot, combine the chuck roast and lamb shank. Add water to cover the meat and bring to a boil.

While the meat is boiling, remove the stems and seeds from the guajillo and ancho chiles. Toast them in a dry skillet over medium heat for 2-3 minutes until fragrant.

In a blender, combine toasted chiles, garlic cloves, cumin, black pepper, oregano, and salt. Add about 1 cup of beef broth and blend until smooth.

After boiling the meat for about 15 minutes, drain the water and add the blended marinade to the pot with the meat. Pour in the remaining beef broth and add bay leaves. Bring to a simmer.
