Prepare the Pavlova Base
Preheat your oven to 275°F (135°C). Line a baking sheet with parchment paper and draw a circle about 8 inches in diameter on the paper.

In a large mixing bowl, use an electric mixer to beat the egg whites on medium speed until soft peaks form.

Gradually add the granulated sugar, a tablespoon at a time, while continuing to beat on high speed until the mixture is glossy and stiff peaks form. Gently fold in the cornstarch, vinegar, and vanilla extract.

In a medium bowl, whip the heavy cream and powdered sugar until soft peaks form.
