In a medium bowl, whisk together the soy sauce, brown sugar, minced garlic, grated ginger, sesame oil, rice vinegar, and black pepper until the sugar is dissolved.

Place the chicken thighs in a large resealable bag or a shallow dish. Pour the marinade over the chicken, making sure it is well-coated. Seal the bag or cover the dish and refrigerate for at least 1 hour (or up to overnight for best flavor).
