In a small saucepan, combine the white wine vinegar, dry white wine, shallots, and half of the tarragon. Bring to a boil over medium heat and then reduce to a simmer. Cook until the liquid is reduced by half, about 5-7 minutes. Strain the mixture and set aside.

In another small saucepan, melt the unsalted butter over low heat. Allow it to cool slightly while you prepare the egg yolks.

Whisk the Egg Yolks
In a mixing bowl, whisk together the egg yolks and the strained reduction until the mixture is pale and slightly thickened.

Combine and Cook
Place the mixing bowl over a double boiler (or a bowl set over simmering water) and continue to whisk constantly until the mixture thickens and doubles in volume, about 5-7 minutes.
