Prepare the Steak
Season the sirloin steak with salt and black pepper on both sides.

Cook the Steak
In a skillet over medium-high heat, add 1 tablespoon of olive oil. Once hot, add the steak and cook for about 4-5 minutes on each side for medium rare. Remove from the skillet and let it rest for 5 minutes before slicing.

Caramelize the Onions
In the same skillet, add the remaining 1 tablespoon of olive oil. Slice the onion and add it to the skillet. Cook on medium heat, stirring occasionally, until the onions are soft and golden brown, about 10-15 minutes.

Roast the Red Peppers
While the onions are caramelizing, slice the red bell pepper into strips. Add the pepper strips to the skillet for the last 5 minutes of cooking, stirring until they are slightly tender.

Add Milk
Gradually whisk in the milk, ensuring there are no lumps. Continue to cook, stirring frequently, until the sauce thickens, about 3-5 minutes.

Incorporate Cheeses and Spices
Reduce heat to low. Add the shredded cheddar cheese and cream cheese to the sauce, stirring until completely melted and smooth. Stir in garlic powder, paprika, and season with salt to taste.

Prepare the Tots
Cook the frozen tater tots according to package instructions, until golden and crispy, usually around 20-25 minutes in a preheated oven.

Assemble the Dish
Once the tots are cooked, place them on a serving platter. Top with sliced steak, caramelized onions, roasted red peppers, and drizzle generously with cheese sauce.
