Make the Pastry Dough
In a large bowl, mix the flour and salt together. Cut in the butter until the mixture resembles coarse crumbs. Stir in the ice water, a tablespoon at a time, until the dough comes together. Do not overmix.

Chill the Dough
Shape the dough into a disk, wrap it in plastic wrap, and refrigerate for at least 30 minutes.

Cook the Filling
In a large skillet over medium heat, add the ground beef and cook until browned. Drain excess fat. Add chopped onion and minced garlic, and sauté until the onion is translucent.

Add Vegetables and Seasonings
Stir in the diced carrots, frozen peas, beef broth, Worcestershire sauce, salt, black pepper, thyme, and cornstarch. Simmer for about 10 minutes until the mixture thickens slightly. Remove from heat and let cool.
Assembling the Pies

Roll Out the Dough
Preheat your oven to 400°F (200°C). On a floured surface, roll out half of the chilled pastry dough to fit the bottom of a pie dish. Transfer the rolled dough to the dish.

Spoon the cooled filling into the pastry-lined pie dish.

Roll out the second half of the dough and place it over the filling. Seal the edges by pressing with your fingers or a fork. Cut slits in the top to allow steam to escape.

In a small bowl, whisk together the egg and milk. Brush the mixture over the top of the pie.
