Prepare the broth
In a saucepan, heat the fish stock over low heat and add saffron threads. Let it simmer gently to infuse the flavor.

Sauté the vegetables
In a large paella pan or a wide skillet, heat olive oil over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes.

Add garlic and bell pepper
Stir in the minced garlic and diced bell pepper. Cook for an additional 3 minutes until the bell pepper softens.

Incorporate tomatoes
Add the diced tomatoes to the pan and cook for another 5 minutes, allowing the mixture to reduce slightly.

Add rice and spices
Stir in the paella rice, smoked paprika, and salt. Mix well to coat the rice with the oil and spices.

Pour in the broth
Carefully pour in the warm saffron-infused fish stock. Stir gently to distribute the rice evenly.

Simmer the paella
Increase the heat to medium-high and bring the mixture to a boil. Once boiling, reduce the heat to low, cover, and let it simmer for about 15 minutes.

Add seafood
After 15 minutes, add the shrimp and mussels on top of the rice. Do not stir. Cover and cook for another 5-7 minutes or until the shrimp are pink and the mussels have opened.
