Method
Preparing the Rice

Cook the Rice
In a medium saucepan, combine 1 cup of white rice, 2 cups of water, and 0.5 tsp of salt. Bring to a boil over medium heat.

Simmer
Once boiling, reduce the heat to low, cover, and let it simmer for 15 minutes or until the water is absorbed. Remove from heat and let it sit covered for 5 minutes.
Making Mango Salsa

Chill
Cover the salsa and let it chill in the refrigerator while you prepare the tilapia.
Cooking the Tilapia

Prepare the Seasoning
In a small bowl, combine 1 tsp of paprika, 0.5 tsp of cayenne pepper, 1 tsp of garlic powder, 1 tsp of salt, and 0.5 tsp of black pepper.

Season the Fish
Rub the tilapia fillets with 2 tbs of olive oil and then coat them evenly with the seasoning mixture.

Pan-Seer the Fish
Heat a large skillet over medium-high heat. Once hot, add the seasoned tilapia fillets and cook for 3-4 minutes on each side, or until the fish is cooked through and has a nice blackened crust.
Plating

Serve
Fluff the rice with a fork and divide it among plates. Top each serving of rice with a blackened tilapia fillet and generously spoon the mango salsa over the fish.

Optionally, garnish with additional cilantro and lime wedges before serving.
