Rub each potato with olive oil, and sprinkle with salt and black pepper.

In a medium pot, bring the vegetable broth to a boil. Add the broccoli florets and simmer for 5-7 minutes until tender.

Using an immersion blender or a regular blender, blend the broccoli and broth until smooth.

Stir in the heavy cream, garlic powder, onion powder, salt, and black pepper. Heat the mixture over medium heat until hot but not boiling.

Gradually add 2 cups of shredded cheddar cheese to the soup, stirring until melted and smooth.
