Prepare the Beef Mixture
In a large bowl, combine the ground beef, finely chopped onion, minced garlic, Worcestershire sauce, salt, and black pepper. Mix until just combined.

Form the Patties
Divide the beef mixture into 4 equal portions and shape each into a patty, about 1 inch thick.

Add Broth and Simmer
Pour in the chicken broth and bring to a boil. Reduce heat, cover, and simmer for about 15-20 minutes, or until rice is tender. Fluff with a fork before serving.

Gradually whisk in the beef broth, onion powder, garlic powder, and black pepper. Bring to a simmer and cook until thickened, about 5-7 minutes.
