Preheat the Oven
Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large mixing bowl, sift together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Combine Mixtures
Gradually add the wet ingredients to the dry ingredients, mixing until just combined.

Add Boiling Water
Stir in the boiling water until the batter is well combined. The batter will be thin.

Bake the Cake
Pour the batter evenly into the prepared cake pans. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

Cool the Cake
Allow the cakes to cool in the pans for 10 minutes, then remove from the pans and transfer to wire racks to cool completely.

Prepare the Frosting
In a medium bowl, beat the butter with a mixer until creamy. Gradually add the cocoa powder and powdered sugar, alternating with the milk, mixing until smooth and fluffy.

Add Vanilla
Mix in the vanilla extract until well combined.

Frost the Cake
Once the cakes are completely cool, spread frosting on the top of one cake layer, place the second layer on top, and frost the top and sides of the cake.

Slice the chocolate cake and serve each slice with a scoop of vanilla ice cream on the side.
