Preparation and Cooking

    Cook the Macaroni

    In a large pot of boiling salted water, cook the elbow macaroni according to package instructions until al dente. Drain and set aside.

    In the same pot, melt butter over medium heat. Stir in flour and cook for 1 minute. Gradually whisk in milk, and bring to a simmer. Add cheddar cheese, salt, black pepper, and garlic powder. Stir until smooth and cheese is melted.

    Combine Pasta and Sauce

    Add the cooked macaroni to the cheese sauce and stir until well coated. Remove from heat and let cool slightly.

    Once the mixture is cool enough to handle, shape it into balls or patties about 1.5 inches in diameter. Place them on a baking sheet lined with parchment paper.
