    In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, garlic powder, and onion powder. Whisk together until well combined.

    Gradually pour in the cold sparkling water while whisking. Continue to mix until the batter is smooth and has a thick consistency. Set aside.

    Peel the large onions and slice them into 1/4 inch thick rings. Separate the rings and set them aside.
