Prepare the Dough

    In a large mixing bowl, combine masa harina, baking powder, and salt. Mix well.

    Add vegetable shortening to the dry ingredients. Use your hands or a pastry cutter to mix until the mixture resembles coarse crumbs.

    Gradually add chicken broth to the mixture, stirring until a soft dough forms. If the dough feels dry, add a little more broth, one tablespoon at a time.

Prepare the Filling

    In a skillet over medium heat, add the ground beef or chicken. Cook until browned, about 5-7 minutes.
