Broth Preparation

Make the Shrimp Broth
In a large pot, combine the shrimp shells, water, chopped carrots, chopped celery, chopped onion, minced garlic, bay leaf, and black peppercorns. Bring to a boil over high heat.

Simmer the Broth
Once boiling, reduce the heat to low and let it simmer for about 30 minutes. Skim off any foam that rises to the top.

Strain the Broth
After simmering, strain the broth through a fine-mesh sieve into another pot. Discard the solids and set the broth aside.
Bisque Preparation

Sauté the Vegetables
In the same pot, heat the olive oil over medium heat. Add the diced tomatoes and cook for 5 minutes until softened.

Combine Broth and Rice
Pour the strained shrimp broth into the pot with the tomatoes. Stir in the cooked rice and bring to a gentle simmer.

Add Cream and Season
Stir in the heavy cream, salt to taste, and cayenne pepper. Simmer for an additional 10 minutes.

Add Shrimp
Finally, add the peeled and deveined shrimp to the bisque and cook for about 5 minutes until the shrimp are opaque and cooked through.
Serving

Garnish and Serve
Ladle the shrimp bisque into bowls, garnish with chopped fresh parsley, and serve hot.
