Prepare the Green Beans
Wash the fresh green beans thoroughly and trim the ends. Pat them dry with a paper towel.

Make the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually add cold water while whisking until the batter is smooth and has a consistency similar to pancake batter.

Heat the Oil
In a large pot or deep fryer, heat the vegetable oil to 350°F (175°C). You can test the oil by dropping a small amount of batter into it; it should sizzle and rise to the surface.

Fry the Green Beans
Dip the prepared green beans into the batter, ensuring they are well-coated. Carefully place them in the hot oil in batches, being careful not to overcrowd the pot. Fry until they are golden brown, about 4-5 minutes, turning occasionally.

Drain and Serve
Using a slotted spoon, remove the fried green beans from the oil and place them on a paper towel-lined plate to drain excess oil. Serve hot as an appetizer or side dish.
