While the beef is cooking, you can warm the flour tortillas in a dry skillet or microwave for about 30 seconds to make them more pliable.

On each tortilla, spread about 1/4 cup of refried beans, followed by 1/4 cup of the cooked beef mixture, 1/4 cup of cooked rice, and 1/4 cup of shredded cheese.
