Prepare the Steak
Season the Wagyu hanger steak with salt and black pepper. Heat 1 tablespoon of olive oil in a skillet over medium-high heat. Add the steak and cook for about 4-5 minutes on each side for medium rare, or until desired doneness is achieved. Remove from skillet and let rest for 5 minutes before slicing.

Sauté the Vegetables
In the same skillet, add another tablespoon of olive oil. Add sliced bell peppers and onion. Sauté for about 5-7 minutes until they are tender and slightly caramelized. Season with salt and pepper to taste.

Warm the Refried Beans and Tortillas
In a small saucepan, warm the refried beans over low heat. Meanwhile, warm the flour tortillas on a dry skillet for about 30 seconds on each side.

Assemble the Dish
On each plate, spread a layer of refried beans, add sautéed peppers and onions, sliced steak, eggs, a scoop of guacamole, and a generous spoonful of salsa. Serve with warmed flour tortillas on the side.
