Prepare the Vegetables
Slice the onion, bell pepper, and tomatoes into thin strips. Mince the garlic cloves. Slice the fresh jalapeños into rings, removing seeds if desired for less heat.

Sauté the Vegetables
In the same skillet, add the sliced onion, bell pepper, jalapeños, and minced garlic. Sauté for about 5 minutes until the vegetables are tender and slightly caramelized. Add the diced tomatoes and cook for an additional 2-3 minutes until heated through.
Prepare the Rice and Refried Beans

Cook the Rice
In a pot, bring 2 cups of water to a boil. Add 1 cup of long-grain rice, reduce the heat to low, cover, and simmer for 15-20 minutes until the rice is fluffy and all the water is absorbed.

Heat the Refried Beans
In a small saucepan, heat the refried beans over low heat, stirring occasionally until warmed through.
Serve

Plate the Dish
On a serving plate, place a portion of rice and refried beans. Top with sliced steak and sautéed vegetables. Garnish with chopped cilantro and serve with lime wedges on the side.
