Prepare the Chiles
Remove stems and seeds from the guajillo and pasilla chiles. Toast them lightly in a dry pan over medium heat for about 2-3 minutes until fragrant. Be careful not to burn them.

Make the Sauce
In a blender, combine toasted chiles, garlic cloves, onion, cumin, oregano, salt, and black pepper. Add about 1 cup of beef broth and blend until smooth.

Cook the Meat
In a large pot or slow cooker, add the beef chuck roast and pour the blended sauce over it. Add the remaining beef broth. Cook on low for about 6-8 hours (or 3-4 hours on high) until the meat is tender and shreddable.

Prepare the Tortillas
In a skillet over medium heat, warm each corn tortilla for about 30 seconds on each side until pliable.

On one half of each tortilla, place a generous amount of shredded beef and top with shredded cheese. Fold the tortilla over to create a half-moon shape.

In the same skillet, add a little oil if necessary. Cook each folded tortilla for about 2-3 minutes on each side until the cheese is melted and the tortilla is crispy.
