Prepare the Ingredients

Chop the shallots and fennel bulb into small pieces. Mince the garlic cloves. Rinse the capers under cold water to remove excess salt.

Soak the Saffron

In a small bowl, soak the saffron threads in 2 tablespoons of warm water. Set aside to allow the flavors to infuse.

Cooking

Sauté the Aromatics

In a large pot over medium heat, add the olive oil. Once hot, add the chopped shallots and fennel. Sauté for about 5-7 minutes until they are softened and translucent.

Add the Garlic

Stir in the minced garlic and cook for an additional 1-2 minutes until fragrant, being careful not to burn it.

Add the Tomato Broth

Pour in the tomato broth and bring the mixture to a simmer. Allow it to cook for 10 minutes to let the flavors meld.

Add Capers and Saffron

Stir in the rinsed capers and the saffron along with its soaking water. Simmer for another 5 minutes.

Final Adjustments

Taste the broth and adjust seasoning with salt and pepper as desired.
