Cook the Beef Filling
In a large skillet over medium heat, add the ground beef, chopped onion, and minced garlic. Cook until the beef is browned and the onions are translucent, about 5-7 minutes. Drain excess fat.

Add Ingredients
Stir in the chopped green olives, raisins, cumin, paprika, salt, and black pepper. Cook for an additional 2-3 minutes, then remove from heat and let cool slightly. Mix in the grated queso.

Prepare the Dough
Roll out empanada dough on a lightly floured surface to about 1/8 inch thick. Cut into circles using a 4-5 inch round cutter.

Fill the Empanadas
Place a spoonful of the beef mixture in the center of each dough circle. Fold the dough over to create a half-moon shape and crimp the edges to seal.

Cook Empanadas
Heat a large skillet with oil over medium heat. Fry the empanadas in batches until golden brown on both sides, about 3-4 minutes per side. Alternatively, bake them at 375°F (190°C) for 20-25 minutes until golden.
