Prepare the Filling
In a skillet over medium heat, add a tablespoon of oil. Sauté the chopped onion and minced garlic until translucent. Add the ground beef, shredded beef, or shredded chicken. Season with cumin, salt, and black pepper. Cook until the meat is fully cooked and flavors are blended. Remove from heat and allow to cool slightly.
Assemble the Tortillas

Fill the Tortillas
Take one flour tortilla and place about 1/2 cup of the prepared meat filling in the center. Sprinkle with a handful of cheddar cheese. Fold the tortilla over to enclose the filling, pressing down the edges to seal. Repeat with the remaining tortillas.
Frying

Heat the Oil
In a deep frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Tortillas
Carefully place one or two stuffed tortillas into the hot oil. Fry for about 2-3 minutes on each side, or until golden brown and crispy. Remove from oil and let drain on paper towels. Repeat with remaining tortillas.
