Prepare the Bulgur Wheat
In a bowl, soak the bulgur wheat in 2 cups of cold water for about 30 minutes, or until the grains have absorbed the water and become tender. Drain any excess water.

While the bulgur is soaking, finely chop the parsley and mint. Dice the tomatoes and cucumber into small pieces. Chop the green onions.
