In a bowl, mix the all-purpose flour and cornstarch. Gradually add ice-cold water until just combined. The batter should be lumpy, do not overmix.

Dip the shrimp and vegetables into the batter, allowing excess to drip off. Carefully place them into the hot oil, frying in batches to avoid overcrowding. Fry until golden brown (about 2-3 minutes for shrimp and 3-4 minutes for vegetables).
