    Prepare the Filling

    In a large bowl, combine the shredded cabbage, grated carrots, chopped bell pepper, sliced green onions, and minced garlic. Add the soy sauce and sesame oil, and mix well to combine.

    Assemble the Egg Rolls

    Take an egg roll wrapper and place about 2 tablespoons of the filling in the center. Fold the bottom corner over the filling, then fold in the sides and roll tightly. Seal the edge with a little water.

    Heat the Oil

    In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

    Fry the Egg Rolls

    Carefully place the egg rolls in the hot oil, a few at a time, and fry for about 3-4 minutes on each side or until golden brown and crispy. Remove and drain on paper towels.

    Serve the egg rolls hot with sweet and sour dipping sauce.
