Prepare the Marinade
In a medium bowl, whisk together the soy sauce, brown sugar, rice vinegar, minced garlic, grated ginger, sesame oil, and black pepper until the sugar is dissolved.

Marinate the Ribs
Place the lamb ribs in a large resealable plastic bag or container. Pour the marinade over the ribs, ensuring they are well coated. Seal the bag or container and refrigerate for at least 2 hours, preferably overnight.

Preheat the Oven
Preheat your oven to 300°F (150°C).

Bake the Ribs
Remove the ribs from the marinade (reserve the marinade) and place them on a baking sheet lined with aluminum foil. Cover the ribs with another piece of foil and bake for 2.5 to 3 hours, until the meat is tender.

Prepare the Glaze
While the ribs are baking, pour the reserved marinade into a saucepan. Bring to a boil over medium-high heat, then reduce the heat and let it simmer until it thickens slightly, about 10 minutes.

Broil for Finish
Switch the oven to broil and return the ribs to the oven. Broil for 5-7 minutes, watching closely to prevent burning, until the glaze is sticky and caramelized.

Garnish and Serve
Remove the ribs from the oven and let them rest for a few minutes. Slice them between the bones, garnish with chopped scallions and sesame seeds, and serve immediately.
