Prepare the Herb Oil
In a small bowl, combine 4 tablespoons of herb oil with minced garlic. Stir well and set aside to allow the flavors to meld.

Cook the Orzo
In a large pot of salted boiling water, add the orzo pasta and cook according to package directions until al dente. Drain and set aside.

Sauté the Shrimp
In a large skillet, heat 2 tablespoons of herb oil over medium-high heat. Add the rock shrimp and sauté for about 3-4 minutes, or until they turn pink and are cooked through. Remove from the skillet and set aside.

Make the Sauce
In the same skillet, add the remaining 2 tablespoons of herb oil. Add minced garlic and red chili flakes, sautéing for 1-2 minutes until fragrant. Pour in the seafood broth and bring to a simmer.

Add Squid Ink and Orzo
Stir in the squid ink until fully incorporated. Then add the cooked orzo and mix well to ensure the orzo is coated with the ink and broth.

Combine Shrimp and Season
Return the sautéed rock shrimp to the skillet. Season with salt and black pepper to taste. Stir everything together and allow it to cook for an additional 2-3 minutes to heat through.
