Prepare the Sauce
In a small bowl, mix together the oyster sauce, soy sauce, cornstarch, and water until smooth. Set aside.

Cook the Beef
Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the sliced beef and stir-fry for about 3-4 minutes until browned. Remove the beef from the skillet and set aside.

Stir-Fry the Broccoli
In the same skillet, add the remaining tablespoon of vegetable oil. Add minced garlic and stir-fry for about 30 seconds until fragrant. Then, add the broccoli florets and stir-fry for about 3-4 minutes until they are bright green and tender-crisp.

Combine Ingredients
Return the beef to the skillet with the broccoli. Pour the prepared sauce over the beef and broccoli, stirring well to combine. Cook for an additional 2-3 minutes until everything is heated through and the sauce has thickened.

Finish and Serve
Drizzle the sesame oil over the stir-fry, and season with salt and pepper to taste. Serve hot over rice or noodles.
