In a large bowl, whisk together the flour, cornstarch, baking powder, salt, black pepper, and cayenne pepper. Gradually add the buttermilk, stirring until the batter is smooth.

Dip each onion ring into the batter, allowing excess to drip off. Gently drop them into the hot oil.
