Prepare the Pasta
In a large pot, bring salted water to a boil. Add penne pasta and cook according to package instructions until al dente. Drain and set aside.

Cook the Shrimp
In a large skillet, heat olive oil over medium heat. Add minced garlic and sauté until fragrant, about 1 minute. Add the shrimp, cayenne pepper, salt, and black pepper. Cook until the shrimp turn pink and opaque, about 3-4 minutes.

Make the Cream Sauce
Reduce the heat to low and pour in the heavy cream. Stir in the chopped green onions and grated Parmesan cheese. Cook for another 2-3 minutes, stirring constantly until the sauce thickens slightly.

Combine and Serve
Add the cooked penne pasta to the skillet and toss to coat with the shrimp and spicy cream sauce. Adjust seasoning with additional salt and pepper if needed. Serve immediately, garnished with extra Parmesan cheese and green onions.
