Dough Preparation

    Mix the Dough Ingredients

    In a large bowl, combine the corn flour and salt. Gradually add the water and mix until a smooth dough forms. Let it rest for 15 minutes.

    Shape the Dough

    Divide the dough into equal portions (about the size of a golf ball). Press each portion into a flat disc using your palms or a tortilla press.

Filling Preparation

    Cook the Filling

    In a skillet over medium heat, add a small amount of oil and sauté the chopped onion and minced garlic until fragrant. Add the ground beef and cook until browned.

    Add Potatoes and Seasoning

    Stir in the diced potatoes, cumin, paprika, salt, black pepper, and cilantro. Cook for about 10-15 minutes, or until the potatoes are tender. Remove from heat and let it cool.

Assembling and Cooking Empanadas

    Fill the Empanadas

    Take one dough disc and place a spoonful of the filling in the center. Fold the dough over to form a half-moon shape, sealing the edges by pressing them together or using a fork.

    Fry the Empanadas

    In a deep skillet, heat oil over medium-high heat. Fry the empanadas in batches until golden brown on both sides, about 3-4 minutes per side. Remove and drain on paper towels.
