    In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

    In a medium saucepan, melt the butter over medium heat. Once melted, whisk in the flour and cook for about 2 minutes, stirring constantly until the mixture is smooth and bubbly.

    Gradually whisk in the milk, ensuring there are no lumps. Continue to cook, stirring constantly, until the sauce thickens, about 5-7 minutes.

    Incorporate the Cheeses

    Remove the saucepan from heat and stir in the Gruyère and Parmesan cheeses until melted and smooth. Season with salt, black pepper, and nutmeg.

    Combine Pasta and Sauce

    In a large mixing bowl, combine the cooked macaroni and the Mornay sauce, stirring until the pasta is evenly coated.

    In a small bowl, mix the breadcrumbs, chopped chives, and melted butter together until well combined.
