Marinate the Sea Bass
In a bowl, combine the fish sauce, lime juice, minced garlic, grated ginger, salt, and black pepper. Add the sea bass fillets and marinate for at least 30 minutes.

Prepare the Pan
Heat the vegetable oil in a large skillet over medium-high heat.

Cook the Sea Bass
Remove the sea bass from the marinade (reserving the marinade) and add the fillets to the hot skillet. Cook for about 4-5 minutes on each side, or until golden brown and cooked through.

Add Marinade
Once the sea bass is cooked, add the reserved marinade to the pan and let it simmer for an additional 2-3 minutes.

Prepare the Topping
In a small bowl, mix together the crushed peanuts, chopped cilantro, mint, and basil.

Serve
Plate the sea bass fillets, spoon the sauce from the pan over them, and top with the fresh herb and peanut mixture.
