Prepare the Marinade
In a bowl, combine soy sauce, grated ginger, minced garlic, brown sugar, rice vinegar, sesame oil, and a pinch of salt and pepper. Mix well until sugar is dissolved.

Marinate the Beef
Place the beef short ribs in a large zip-top bag or a dish and pour the marinade over the beef. Ensure the beef is well coated. Seal the bag or cover the dish and refrigerate for at least 2 hours, preferably overnight.

Cook the Beef
Preheat your slow cooker or oven to low heat. Remove the beef from the marinade (reserve the marinade) and place it in the slow cooker. Pour the reserved marinade over the beef.

Slow Cook
Cover and cook on low for 6 to 8 hours, or until the beef is tender and easily pulls apart with a fork.

Finish and Serve
Once cooked, remove the beef from the cooker and let it rest for a few minutes. Slice or shred the beef as desired. Serve topped with chopped green onions and a sprinkle of red chili flakes.
