    Prepare the Zests

    In a bowl, combine the orange zest and lemon zest. Set aside.

    Combine Ingredients

    In a large pot, combine the water and sugar. Heat over medium heat until the sugar is dissolved.

    Infuse the Mixture

    Once the sugar has dissolved, remove the pot from heat. Add the zests and the split vanilla bean to the mixture. Allow to cool to room temperature.

    After the syrup has cooled, stir in the Cointreau and neutral spirit. Mix well.
