Prepare the Chicken Wings
Rinse the chicken wings under cold water and pat them dry with paper towels.

Heat the Oil
In a large wok or frying pan, heat the vegetable oil over medium-high heat.

Fry the Chicken Wings
Add the chicken wings to the hot oil in batches and fry until they are golden brown and crispy, about 8-10 minutes per batch. Remove and drain on paper towels.

Make the Sauce
In a small bowl, whisk together garlic, fish sauce, brown sugar, lime juice, honey, and red chili flakes until combined.

Toss the Wings
In a large mixing bowl, combine the fried chicken wings and the sauce. Toss until the wings are evenly coated.

Transfer the wings to a serving platter and garnish with chopped green onions and cilantro. Serve immediately.
