    In another bowl, sift together the all-purpose flour, cornstarch, and baking powder. In a separate bowl, whisk the egg and then add the ice-cold water. Gradually mix the dry ingredients into the wet ingredients until just combined. Do not overmix; small lumps are okay.

    In a large, deep skillet or wok, heat the vegetable oil over medium-high heat until it reaches 350°F (180°C). You can check the temperature by dropping a small amount of batter into the oil; it should sizzle and rise to the surface.
