Slice the Flank Steak
Thinly slice the flank steak against the grain into strips. This helps make the meat tender.

Marinate the Beef
In a bowl, combine the soy sauce, brown sugar, and cornstarch. Add the sliced beef to the marinade and let it sit for at least 30 minutes.

Prepare the Vegetables
While the beef is marinating, chop the green onions and mince the garlic and ginger.

In a large skillet or wok, heat the vegetable oil over medium-high heat until hot.

Add the marinated beef to the skillet in a single layer. Cook for 2-3 minutes without stirring to let it sear, then stir-fry until browned and cooked through, about another 2-3 minutes.

Add the minced garlic, ginger, and red chili flakes to the skillet with the beef. Stir-fry for another 1-2 minutes until fragrant.
