Slice the beef sirloin into thin strips against the grain and set aside.

Chop the bell pepper into thin strips, slice the carrot into thin rounds, and chop the green onions. Set all vegetables aside.

Boil the chow mein noodles according to package instructions until al dente, usually around 3-4 minutes. Drain and rinse with cold water to stop cooking. Set aside.
