    In a small saucepan, combine the sliced chili, white vinegar, sugar, and salt. Bring to a boil, then reduce heat and simmer for 5 minutes. Remove from heat and let cool. Transfer to a jar and refrigerate for at least 30 minutes.

    In a blender or food processor, combine the parsley, basil, minced garlic, capers, olive oil, red wine vinegar, salt, and black pepper. Blend until smooth and adjust seasoning to taste.
