Cook the Pasta

Boil Water
In a large pot, bring water to a boil. Add 1 tablespoon of salt.

Cook the Penne
Add the penne pasta to the boiling water and cook according to package instructions (usually about 10-12 minutes) until al dente.

Drain Pasta
Once cooked, drain the pasta and set aside, reserving a cup of pasta water.
Prepare the Bolognese Sauce

Sauté Vegetables
In a large skillet, heat 2 tablespoons of olive oil over medium heat. Add the chopped onion, carrot, and celery, and sauté until softened, about 5-7 minutes.

Brown the Meat
Increase the heat to medium-high and add the ground beef. Cook until browned, breaking it apart with a wooden spoon, about 8-10 minutes.

Add Tomatoes and Wine
Stir in the crushed tomatoes, tomato paste, and red wine. Mix well.

Season the Sauce
Add the dried oregano, salt, and black pepper. Bring the sauce to a simmer and cook for 20-25 minutes, stirring occasionally.

Once the sauce has thickened, stir in the chopped basil and remove from heat.
Combine and Serve

Mix Pasta and Sauce
In the pot used for the pasta, combine the cooked penne and Bolognese sauce. If the mixture is too thick, add reserved pasta water a little at a time until desired consistency is reached.

Plate the penne Bolognese and sprinkle with grated Parmesan cheese. Serve hot.
