Prepare the Gelatin
In a small bowl, sprinkle the gelatin over the cold water. Let it sit for about 5 minutes to bloom.

Heat Cream and Sugar
In a saucepan, combine the heavy cream, whole milk, and granulated sugar. Heat over medium heat, stirring until the sugar has dissolved and the mixture is hot but not boiling.

Add Gelatin
Remove the saucepan from the heat and stir in the bloomed gelatin until completely dissolved. Add the vanilla extract and mix well.

Pour into Molds
Divide the mixture evenly among individual serving cups or molds. Cover with plastic wrap and refrigerate for at least 4 hours, or until set.

Prepare Raspberry Coulis
While the panna cotta sets, make the raspberry coulis by blending fresh or frozen raspberries with a tablespoon of sugar and straining through a fine sieve to remove seeds.

Serve
Once the panna cotta is set, run a knife around the edges to loosen, if necessary, and invert onto plates. Drizzle with raspberry coulis before serving.
