In a mixing bowl, combine the all-purpose flour and salt. Add the oil and mix well until the mixture resembles breadcrumbs.

Gradually add water to the flour mixture, kneading until a soft and pliable dough forms. Cover the dough with a damp cloth and let it rest for 30 minutes.

Cut each circle in half to form two semi-circles. Take one semi-circle, and create a cone shape. Seal the edge with a little water and fill it with 1-2 tablespoons of the filling. Seal the open edge by pressing firmly.

Heat oil in a deep frying pan over medium heat. Once the oil is hot, carefully add the samusas in batches and fry until golden brown and crispy, about 4-5 minutes. Drain on paper towels.
