    Prepare the Onions

    Peel the onions and slice them into thick rings, about 1/2 inch thick. Separate the rings and set them aside.

    Prepare the Tempura Batter

    In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually add the cold water and mix until just combined. The batter should be lumpy. Add the ice cubes to keep the batter cold.

    Heat the Oil

    In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

    Fry the Onion Rings

    Dip each onion ring into the tempura batter, allowing the excess to drip off. Carefully place the battered onion rings into the hot oil, frying in batches to avoid overcrowding. Fry until golden brown, about 2-3 minutes per side, then remove and drain on paper towels.

    Serve

    Serve the tempura onion rings hot, with a dipping sauce of your choice.
