    Prepare the Dough

    In a mixing bowl, combine all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Filling

    Make the Filling

    In a large bowl, combine ground pork, chopped shrimp, green onions, minced garlic, grated ginger, soy sauce, sesame oil, and black pepper. Mix well until all ingredients are evenly combined.

Assembly

    Shape the Dumplings

    After the dough has rested, divide it into small balls (about the size of a golf ball). Roll each ball into a thin circle. Place a tablespoon of filling in the center of each wrapper. Fold the wrapper in half and pinch the edges to seal. Ensure no filling is leaking out.

Cooking

    Steam the Dumplings

    Set up a steamer pot with water and bring it to a boil. Place the dumplings in a single layer on a steaming tray or bamboo steamer lined with parchment paper to prevent sticking. Cover and steam for about 15-20 minutes, until the dumplings are cooked through.

    In a small bowl, mix together soy sauce, rice vinegar, chili oil, and sugar. Stir until the sugar is dissolved. Sprinkle with sesame seeds before serving.
